Big Medicare test of kidney dialysis care isn’t working, studies say

The Centers for Medicare and Medicaid Services conducted an experiment called the End-Stage Renal Disease Treatment Choices (ETC) model to determine if financial incentives and penalties would improve care for patients with end-stage kidney disease. The study found that the program has not been successful so far. Providers are graded based on metrics such as transitioning patients to home dialysis and performing kidney transplants. Those who perform well receive extra money, while those who do not face financial penalties. The program is designed to incentivize better care, but the results have shown that it has not been effective in improving outcomes for patients.
