In 1996, the bar to entry into general practice was raised with the introduction of the MRCGP exam as a mandatory assessment. Stuart Murray led the development of a standardized assessment tool at Glasgow University to measure competency in general practice. The tool included multiple choice questions, video consultations, written reports, and trainer evaluations. Despite facing criticism, the assessment was rolled out across Scotland in 1993 and the UK in 1996. The video element of the assessment faced particular backlash from GPs and trainers in Scotland. Murray reflected on this backlash in a 1998 speech at the RCGP.
