In 2023, the HSE spent nearly €38 million on almost 7,000 healthcare treatments for Irish patients outside the State. The Northern Ireland Planned Healthcare Scheme (NIPHS) was the most popular route, with 4,622 reimbursements totaling just under €15.7 million. The Cross-Border Directive (CBD) provided reimbursement for planned healthcare in the EU, while the Treatment Abroad Scheme (TAS) funded treatments not available in Ireland. The HSE’s administration of reimbursement schemes faced criticism, but improvements have been made. Patients are entitled to a refund of the cost of the procedure conducted or what it would have cost in Ireland.
