Health policy researchers are concerned about the growth of these plans because Medicare pays them a fixed monthly rate per enrollee, leading to double payment for the same patient’s care when the VA also covers services that the MA plan could have provided. The ads for these plans often appeal to veterans’ sense of patriotism and pride in their military service.
