Consultant productivity must reach 2019 levels before new posts are approved

The HSE is reviewing a new policy that will only approve consultant posts if productivity levels reach those seen in 2019. The CEO informed the Board that this mandate is being analyzed to understand its impact, with exemptions for certain posts and specialties. Consultant outpatient appointments have decreased in recent years, raising concerns about meeting the goal of 6,000 consultants by 2030. Additionally, the HSE Audit and Risk Committee expressed concern that the supplementary funding received may not be enough to cover expenses. The Board noted limited effectiveness of expenditure measures, prompting the need for further controls to achieve expenditure targets.
