New research suggests that devolving decision-making to new health regions and allocating resources based on population could lead to a more equitable distribution of healthcare resources. However, only half of HSE expenditure will be included in this new system initially, leaving out essential services like GP care. The proposed population-based resource allocation (PBRA) mechanism has the potential to improve the efficient allocation of resources and advance integrated care pathways, but may face challenges without including all healthcare services. Transparency, adjustments for medical cards, and inclusion of GP care are recommended for the success of PBRA in achieving more equitable and efficient distribution of resources.
