What’s Included In HHS’ New Interoperability Proposal?

HHS issued a proposed rule called the HTI-2 rule to improve healthcare data sharing among providers, payers, patients, and public health organizations. This rule builds on the previous HTI-1 rule and introduces new certification criteria for software used in healthcare. It includes technology updates, standards updates, and the adoption of USCDI version 4 by 2027. The rule also introduces a new real-time prescription benefit tool certification criterion and revisions to information blocking exceptions. Dr. Bobby Mukkamala of the American Medical Association praised the exception related to reproductive health care data. HHS is accepting public comments on the proposal for 60 days.
