Biden Administration Tightens Broker Access to Healthcare.gov To Thwart Rogue Sign-Ups

The Biden administration has implemented new restrictions to prevent insurance brokers from switching consumers’ Affordable Care Act plans without their consent. CMS has received over 200,000 complaints of unauthorized plan changes in the first six months of the year. The changes aim to block unauthorized changes by agents and brokers, requiring agents to prove association with a consumer’s policy before making changes. While some agents express concern about the new requirements, CMS has resolved over 97% of reported complaints. The rules do not apply to states with their own marketplaces. The new regulations are in response to an increase in complaints during the last ACA open enrollment period.
