Complaints from consumers and agents losing clients to unauthorized switches have raised concerns. The Centers for Medicare and Medicaid Services is working to resolve the issue and protect consumers in the marketplace. Brokers in states served by the federal marketplace can easily access policyholder accounts, contributing to the problem. Regulatory and technological solutions are being considered to address the issue.
