The row over climate emergency policies has intensified after a report from the Tony Blair Institute for Global Change (TBI) called for a radical reset in the way the world tackles global heating.1 In a headline grabbing line in the foreword Blair said that “any strategy based on either ‘phasing out’ fossil fuels in the short term or limiting consumption is a strategy doomed to fail.”What does the report criticise?The urgency of the need to tackle climate change is not up for debate.
