France’s Defender of Rights, a constitutional authority of the French government but independent of it, has alleged widespread discrimination in the country’s healthcare provision.A report by the Defender of Rights based on a survey of 1500 people—mostly patients but including some medical professionals—conducted from November 2024 to January 2025 shows that the equality encompassed in France’s motto, “Liberté, égalité, fraternité,” can fall by the wayside when it comes to patients’ origins, poverty, religion, physical appearance, disabilities, gender, and gender identity.“These criteria should have no impact on medical care, but in reality, they lead to systemic discrimination,” said the report, published on 6 May. “Far from being anecdotal, identified situations reveal recurrent and serious obstacles to the fundamental principle of equality in access to treatment.
