The executive director of California’s Mental Health Services Oversight and Accountability Commission, Toby Ewing, is resigning after a scandal involving a trip to the U.K. funded by a state vendor. Ewing was on paid leave since September after trying to protect state funding for a London-based digital mental health company. He lobbied for the company’s contract, which had faced budget cuts. Advocates accused the commission of favoring corporations over serving people with mental health issues. Despite low usage, the company’s app contract was restored, leading to criticism and accusations of conflict of interest.
